JULY 14, 2016: HOUSE APPROPRIATIONS BILL includes funding for CPB, Ready to Learn and Interconnection
On July 13, the House Appropriations Committee began considering the Labor, Health and Human Services, Education (Labor-HHS-Education) Fiscal Year 2017 appropriations bill and approved it on July 14 by a vote of 31-19.
The legislation approved by the full committee includes full funding of $445 million in FY 2019 for the Corporation for Public Broadcasting's two year advance. This is the 2nd consecutive year that the House Republican majority has included funding for CPB in their bill after years of providing no funding. This is an indication of the continuing growth of bipartisan support for public media. With the full funding of $445 million also included in the Senate Labor-HHS-Education Subcommittee bill, CPB funding is in a very strong position as funding levels are finalized later this year.
Also included was full funding of $25.7 million for Ready to Learn in 2017. The House bill has mot included funding for RTL since 2010.
Funding was also approved for $10 million for the interconnection system in FY 2017. This indicates that the committee recognizes the importance of upgrading the interconnection system.
With Congress about to adjourn for a seven week summer recess and upcoming elections, it is likely that the final appropriations bills will not be enacted until November or December.

THE PRESIDENT'S BUDGET

President Barack Obama released his annual budget. It includes federal funding for all of public media's federally supported programs. The President's Budget proposes the following:
1. $445 million in FY 2019 for the Corporation for Public Broadcasting
2. $50 million in FY 2017 for Interconnection
3. $25.7 million in FY 2017 for Ready to Learn
The President's Budget is a proposal of the Administration's top funding priorities. Public media funding's inclusion is critical because the President's Budget begins the congressional budget and appropriations process.
